Is this person cheating?

Someone (I won't mention who in public) has probably been using a second account for live analysis, but I doubt that because live analysis only shows you who is winning.

My friend has experienced a cheater as a 700 rating beat a 1500, with the opponent having a rocketing 91.5! Although some moves, pins and well-found checks and strategies, I still am in thought about this round of chess.

This person may be using a chess engine to go against the rules, but to my observation, rounds have been lost recently and 91.5 isn't the best a good cheat chess engine can do.

i can get 90+ accuracy on some good games. is it consistent or extremely fluctuating?

Data Inadequate . No conclusive evidence to prove that he's cheating , although there's plenty of it that gives us a slight hint that he might be . 

Besides reporting is pointless . If he's guilty he will be punished without being reported as well

Sure, well said. I will continue to observe and search for more hints. If not hints are provided within the next week, I will move on.

I know that some ‘engines’ like chess next move hardly get accuracies over 95 percent but consistently can get 90 percent. The player may be using this. However I think there is insufficient evidence for you to make a decision yet. (Otherwise it will have to be benefit of the doubt for them).

Also, other evidence this person is cheating is that he takes a suspiciously long time to figure out things in a tight position...

Ok, you may want to check his other games, to see if he consistently gets high accuracies as well. Otherwise it may have just been a one off on his part.

that is actually a sign of NOT cheating. cheaters usually take 3-5 seconds per move consistantly as they check their engine

everyone takes their time to think in a complex position. computers dont
