Can you DM me their username so that I can form an opinion by investigating the issue myself?
Is this person cheating?
Does playing chess shrink the brain? Evidence is found round about here. Perhaps psychoanalysis can provide a clue.

Lol
Also, other evidence this person is cheating is that he takes a suspiciously long time to figure out things in a tight position...

I was playing him just then in a tournament.
that is actually a sign of NOT cheating. cheaters usually take 3-5 seconds per move consistantly as they check their engine
Maybe he is browsing thought the possible good moves, because when I played him, he actually had high accuracy; and on every move, he takes at least 20 seconds. Then, maybe he might be disguising himself...
He may be running the depth to a greater level during a tight position to ensure he gets the best move
I won't look at the game, but 91.5% accuracy (CAPS) isn't that strange - regardless of rating. I know "cheating" isn't allowed in public forums, but I believe half the problem is that many simply do not have the information to realize what is normal or not.
CAPS (accuracy) is impacted by many variables. If the opponent blunders early, it is easier to get a higher accuracy because practically everything is winning. Open chess positions are tougher to get higher accuracy too; there are many things which can influence it, so this shouldn't be seen as suspicious.
Here is a good video I send around to help explain some of CAPS and hopefully clarify some things:
