It is clearly a bad move that I doubt you'd see a master play it. White should follow up by castling and have a huge lead in development. Though with 1400-1540 players the game is more likely to swing on someone blundering a piece than a lead in development, even a big one.
A better move for black is to push one of the center pawns and don't be terrified of double pawns on the c file. He is an example game.
