Issue with puzzle categories

Does anyone ever find that half the time, the puzzle categories are quite off? Almost all of them that I encounter say "passed pawns" is a theme of the puzzle, and yet the puzzle is not focussed around that at all! For example, this puzzle I encountered just recently had "passed pawns" as the only theme, and yet it's not about the passed pawns at all! Yes, there does exist a passed pawn on the board, but it's not about creating a passed pawn or pushing one or even threatening to promote one if something is not done right - it's about a mate threat!
Just wondering if anyone else encounters these issues or just me.
