Maybe I’m missing something but can’t white force a stalemate via perpetual check starting with Qxh6+
Kg8
Qxe6+
Play out the possibilities and I think Black can’t escape the check.

Why would black play Kg8 when there’s gxh6

If white’s second move is Kxh6+ instead of bxh6 then black has no choice but Kg6. From there white can perpetually check using only the Queen. Involving the bishop makes the perpetual check impossible.

The moves you said are not possible, I am confused. I figured out that you meant Bxh6 but how would Kxh6+ work?

I will list just white’s moves. As dictated by the solution to the puzzle black’s queen moves from d5 to d8. Then white’s queen moves from d3 to g6. Again according to solution Black’s queen moves from d8 to h4. Here is where I differ from the puzzle. Instead of taking h6 with the bishop, take h6 with the Queen which then checks the Black king. From there you can perpetually check Black with the White Queen. If you don’t perpetually check you lose of course.

I listed more than White’s move but do you understand now?

Yes, but as I first said, black can capture the queen with gxh6. Then there are no more checks and black has mate on the next move
