I just received mine after visiting the main League page: https://www.chess.com/leagues
Not sure if it was due to that or the backfill process is working.

It was live for a couple of days but was turned off again due to some undesired behavior.

What does that mean? People were behaving poorly because they were being given an award that they earned?

The site has been giving out dozens of awards for years. Why are these a problem?

The actual process of awarding the achievements resulted in unwanted bahavior (notifications), in particular for those on the Android app (maybe iOS as well).
