This is very intelligent, you get the benefit of two things, simultaneously, one chess coach, two free English teacher. The problem being that very few 2,000 ranked are going to work for the amount your listing, not to mention its a job and subject to taxes, which lowers the amount you would be making, so low as to be pointless...Maybe you would consider someone whos 1500 level and just ok at English...Not to mention the difference between American citizens in terms of English language competency at graduation from state to state is as vast as the distance from east to west. Most cities have a large percentage that cannot read at a 6th grade level, write at a 6th grade level or perform basic algebra upon graduate of the 12th grade. I would also highly recommend you do a background check on anyone you chose for this role as a parent of two and fellow human, chess player I wish you well in your search.

Oh I reread the description, makes sense. I got confused because in the title he says he wants a native English coach (not a native English speaker)
