The direct approach would be the use of (up to 3) "seeks" in the Live Chess game area (forum readers tend not to play much, and players who play a lot, tend not to be forum readers imo). Some players having a slow time of finding match-ups, will also post in the Live Chess chat rooms a similar interest in finding opponents of this character.
By "60 minutes each", do you mean 60/0? Or, perhaps 30/30 (30 minutes + 30 seconds per move additional or bonus). Figuring the typical longish game runs for 60 moves, the total time involved would be 60 minutes each.
You could offer a seek for each style of game (personally, I detest 'increments' and like the severe restriction of having so much time and not a millisecond more).

ps. Your average opponent's Standard rating has been 1130. Yet you're declining to consider responders under 1200. I suggest you modify that to under 1150.
