No they do not play few times their strength statistically. They do make a lot of mistakes which you just don't notice. If they are true much stronger than their rating, then they will be at that rating, that's how elo math works. If they aren't, then in most of cases you need to question your evaluation of their playing strength, not their rating.
There seems to be a very odd thing I notice. I thought 500 to 900 elo is a beginner rank in chess, but people on here are playing much, much better than their rank, sometimes playing at twice their rank in terms of strength. I have played otb enough to gauge this imo. I also notice lower rapid rating then blitz rating and I see people with 4,000 games played, but a 550 elo, when you play them though the skill is around 1200 to 1400. Just seems very odd..? Maybe its normal here?
