ls it good to resign?

Most people l play with resign and the same may also be with you (not for some new players and bullet and blitz players but most chess players) but is it actually good? According to many chess players including me it is not good to resign since your opponent can make a blunder. Hanging material , stalemate ,  checkmate and timeout are all such examples. Below is a example of a game where black never surrendered. 

Black resigned in diagram 1 but in diagram 2. black did not resign as you can see that both sides have made a lot of misses and blunders but did not resign and won.

I feel like at whatever rating you’re at (unless it’s like under 800) there’s a certain point where if you’re losing by that much, you can resign. Like I won’t resign down a piece, but if I’m down a queen without counter play I’ll definitely resign at 1300. Honestly the main factor in deciding whether to resign is if I have any counter play/tricks to use to try to win. However at my level I don’t think my opponent will outright hang a queen with no tricks so I’ll resign.
