If you ran out of time then it is a draw becasue there black has insufficient material to win.

This position is an example of Stalemate.
Black can't move without moving into check.
However Black isn't in check himself.
You have to be careful to leave moves available to your opponent until you can get him/her into checkmate
Before the Queen took whatever piece was on a2, then black could have moved that piece. WIth no other pieces left, Black has only the King to move.

Hehe it's not unfair, it's a perfect valid tactic and you should always be on the watch that it's either checkmate, or make sure the opponent has at least 1 valid square to move too :) And while you're at it, look up "en passant".
I did by no means intend to offend chess. After reading about the motivation of stallmate I realize how making this a win/lose-situation would totally change the game as you would not even need to be in an attacking position with respect to the king to win.
