How can he be losing if he never moved?
clock issue
I moved after that qxr, and the board showed it. There was no disconnect. At the end, it showed a temp disconnect right before i "ran out of time" but not at all during the game.
This is interesting because the same thing happened to me twice now. The first time it could have been a connection issue (and that's what the chess.com help desk told me) but the second time around definitely not.
Nevertheless, the server never actually received your move. Just because it shows on the board on your computer doesn't mean that the server received it. You must have had a connection problem.
yesterday another person started to accuse me of "cheating with the clock" saying a lot of things that my clock was not moving, that I should play chess, that what´s the point of playing if i´m going to cheat and blah blah blah...
It was like 20 hours ago, so he could have had the same problem that you had.
Check out this game - same opponent, same result. Look at the balance of power in the game. This guy is cheating, in my opinion.

I think you stole my car keys based on the fact that I can't find them and I want to be angry at someone, rather than accept that it's an honest mistake.
omniPaul is right. Definitely a sync issue. The server didn't have problems getting his opponent's move, and so it is likely the accuser was the one with connectivity issues, but for reasons unknown.
That second game midwesteng cited isn't proof of anything, since there are many plausible explanations as to why that game ended on time, none of which can be ruled out with the limited information provided.
Next time something like this happens in-game, refresh the page, like others have said. Also, your screenshot failed to include the color coded connectivity bar that gives people clues as to who's connection had issues, suggesting that perhaps you haven't even considered that a possibility..
This isn't a case of cheating, but yet another example of the poor interface here. This sort of problem does not occur on other chess sites. I am looking forward to this site addressing this chronic problem.

pretty sure the admins should already know about it.
Make sure your connection is ok. Mine is so bad that I'm losing all my games on time by a whole minute. Add that to the rate that I make mistakes and I pretty much have an unplayable game regardless of what I do...
Tip No. 960: If opponents doesn't seem to respond for a long time. Refresh the webpage.
Do you know how a webpage refreshed with an iMac? Thanks.
If Apple had its way it'll be iRefresh or iReload. At any rate, there's cmd + r shortcut in Safari, or clicking the circular arrow like with any other browser.

This seems to be happening more and more. I just played a game against "adip" and as soon as he started losing, he quit moving, and i noticed every few minutes, i lost about five minuts off my time, and his would "reset" and start counting down again. Eventually, i get a notification that he had won on time, and he never moved! Can anyone explain what is up with this?
