The scenario in post 372. Highly unlikely. In order to become an expert player, you have to play expert players, and beat them. They won't play you if you rating is 1000-1100.
There really are players that have low ratings that get to play master level players often, just not in tournaments. They don't play in tournaments often. I've known some & have tried to get them to play rated chess more often. I don't know about class E players that are expert level but there are certainly players that are expert that have class C ratings & class A level players with class D ratings. They just don't play in tournaments often & they do play experts & masters & class A players often.
