Why is my chat disabled, What did do? 

I read the rules again, I didn't disobey them

I'd contact chess.com support by "Help" and "Report a bug" - this happened to me randomly a few months ago where I couldn't post in forums or my profile notes or message etc. 

as it turns out, I was muted by a chess.com auto-bot for spamming (even though I never did). Perhaps the bot didn't believe anyone could be as active on chess.com as I could be. After all, what human could waste as much time in the forums and playing games?

After contacting chess.com support, they immediately fixed the issue. They assured me it was nothing I had done wrong. 

Good luck fixing the issue. I don't know if this was what happened to you or similar, but chess.com staff would be able to help either way

If it is a bug then make the forum in help and support then the chess. Com moderator will give you the answer what is the problem
