7 c3 doesn't show up in any of my databases. Stockfish indicates that it's a mistake. Appears to be still playable position. Stockfish indicates the position after 8 Nxc3 is equal.

After 7...Nxe4 8 0-0 d5 I wouldn't want to play white. White looks just down a pawn for nothing. 7...dxc3 8 Nxc3 is a game: it's okay, but I wouldn't personally shoot for the position. In my openings, I try for positions I would love to play and make sure that variations lead to positions that I can tolerate playing. I'm not fond of the Ruy in general.
