As of the time of writing a second, anonymous account is allowed. I didn't realise this until I reviewed the site rules a few days back.

I mean plenty of streamers have made speedrun accounts and curb stomp low elo players with repercussions, so I think it is allowed.
You can always play unrated games if you are worried about your rating
