My opponent resigned in a equal game

We analyzed this game on computer later and computer says it's a total draw, it's a crazy game tho, even engine went crazy analyzing it! Can you help me analyze and dissect this game move by move?

I think the reason why he resigned was because of the atrocious position he was in. Positionally you would have easily won this based off the development you have on your pieces compared to his. You could easily  qa5 at move 16. Then do a potential pawn storm if the king castles or even a potential pin on bh5. I might of resigned in that position to because your effectively saying all my moves are for the intiative of attacking the king  which states a continious winning position. So If I were black I would have to fight for a positionally equal position. Even though your equal in material it doesn't mean anything compared to your the position of your pieces of the development you have in your pieces compared to your opponent.

I have had opponents resign OTB games in which they were actually better, if not outright winning. In one case, the opponent misjudged that I was going to queen a pawn. In the other, he realized he was losing a piece but failed to realize that I would subsequently have my own piece trapped in a worse position.

It's fairly equal. White's lead in development means zippo if he can't threaten anything. Black is eyeing b6 with ...Qe7 and ...0-0 also in the offing.

I resign many winning or equal positions due to my work situation,(I play at work on my mobile when the boss is not looking) too kind to just let the time run out like some others do.
