I think you can justify a move like Qh5 or Qf3 like this, but Qg4 simply doesn't achieve anything. All it does is allow an immediate Nf6 or d5 and puts your queen in danger, and you don't even get the advantage of early scholar's mates because your queen isn't placed for it.
