since your opponent was messing around with his queen the whole game i'd say not winning this game would have been a really hard thing to do. what's with pulling the queen out just to put it right back in the same spot--twice!!!? what a total waste. way to capitalis/ze

I am not familiar with the Centre Counter Game beyond 4. ... e5 or 4. ... Nf6 is book in the 3. ... Qa5 variation.
That pretty much tells you that 7. ... e6 is weak
10. a3 I do not get that move.

I considered Qh4 with Bd3 and Ng5, meeting 13. ... Nd4 with Bg5
Clearly the move is fine if the plan (and it was) is for the bishop to stay on a2-g8 diagonal
