Need club members

I need members for my 30 | 0 club. I will have 30 | 0 tournaments and will kick anyone suspected of cheating by 2 or more players, and if sufficient evidence is provided. This is a good way to get longer games without having to worry about cheaters.

I want a club where i can practice , but I'm new to rapid and not good at it... so am i allowed to join ?

The point is to practice and get better, you get (virtual) medals but...

I'd recommend joining the Cheating Forum: https://www.chess.com/club/cheating-forum  There's discussion of tools and techniques to detect it in there.

I would also recommend requiring new members to have been on the site for a time; for Untitled Tuesday, we require three months: https://www.chess.com/club/untitled-tuesday.  That plus the repeated warning that I'll be checking our events has kept the number of incidents pretty low.  A rule restricting new accounts also helps keep out other trouble-makers.
