New fair play policy enforcement

I want to start by saying that I'm really happy to see that a policy is actually being enforced.  I'm sick of people deciding to close their browser instead of resigning when beat.  If people can't handle losing then they shouldn't play any game.  It's really annoying and dishonorable.

However, I'm not exactly sure why it is, but I'm locked out for games every 5 minutes.  I think it was because my crappy home computer was slow starting games and timed out a couple of times.  I just want to say that those types of "aborts" shouldn't count because a) some people have bad CPUs/bandwidth and that's just the way it goes and b) it's really not that inconvenient to the other player as the game hasn't even started yet (i.e. there has been no intellectual investment involved in the game).

What makes matters worse, is that I finally got a game and it was aborted due to the person on the other end, and now I have to wait another five minutes.

Again, I'm all for it and not trying to slam anyone here, but there are a few things this site should consider when trying to implement a policy in an effective manner for all of those who don't actually do the things that brought the policy on in the first place.

The bars near the names of the 2 players show the strength of the connection. If you cant get out of the red, talk to your internet providor; meanwhile the game experience is going to be poor for both players, and that is not the fault of the site. People perhaps ought not insist on playing, when they know their connection is poor. If you are flicking back and forth between windows, this might also effect your connection.
