For the record, I simply asked binary where his opinion came from. He then explained that. We had a conversation. I don't see the problem. I found it very interesting to discuss and hear his insights.

However, I'm pretty sure than every single reasonably intelligent, non-retarded person (medically speaking) can become 2000 at least.
Assumptions:
*Person wants to play chess, and wants to be 2000
*Person has an IQ of 95+
*Person has 2 hrs a day to study chess
*Everything else is reasonable (they aren't blind, have fingers, etc.)
Every single person I've met who claims not to be able to is simply training the wrong way. They've all fit into the above categories, and simply can't reach 2000+ due to poor training.
With the right training, MOST people should be able to reach 2000 with 2 hrs a day of studying, within a few years, assuming starting from 1000. (USCF ratings).
Most of the USCF members aren't diehard competitive players, and only play for fun, and want to improve, but not enough (my observations). I'm pretty sure if all of them wanted to get to 2000, with the right training plan, it would be straightforward.

Over the 40+ years I've played I've known many very intelligent people that played constantly and studied on and off for years and couldn't get much over 1600.
