When it's apparent someone is running the clock (it's pretty obvious when it happens), I play a second game, so there's technically no wait on my part. I'm also mildy annoyed at players who blatantly avoids playing black. My suggestion to the devs is to implement a system that allows filters to indicate which side (if there is a preference) you want to play, and match players accordingly. I'm not concerned about the lack of players playing black in such a system because supply and demand of opponents will naturally equalize this trend, if not deter players from being so selective in the first place, which is what we're after.
Not resigning

You can no longer choose if you want to play as black or white.

Unfortunately, such a system existed and was removed. I was just looking to build a concensus so that the filter would be put back in place. I never had problems finding an opponent when it was there, and don't see why the devs saw it necessary to remove the preference as to which color we want to play. I'm guessing players abandoning as black was an unintended consequence of removing this choice. But to go back to the OP, dealing with players not resigning and running the clock can be mitigated by simply playing a separate game. Players get no satisfaction or reward coming from my end as a result.
hehehe I found some funny people who pretend to leave (disconnect) to run down the clock... then come back in 3 minutes to make a move and hope you dont realize they came back... hahahaha
True, but keep in mind every move makes an audible "click", which tells me the guy pretending to leave made a move. Again, people who run the clock as I tell them get nothing from me. Eventually, they'll simply run out of time and get a loss, or figure out my counterplay against cheese and finally resign. It's a win-win.
I don't think there's much to be done about the annoyance of player's just running out the clock rather than resigning. I more often run into players who don't actually let the clock run out, but just all of a sudden slow down to a crawwwwwwwl when it's clear that they are going to lose. Higher rated players facing a defeat by the likes of me are often the offenders in my experience. I don't get that style of play, but, then, there's a lot I don't get. Good luck with your plight.

I'm sick and tired of people not resigning and leaving the game to run down in time. It's happening more and more. When are Chess.com going to put a stop to this practice and start to ban people?
