USCF has rating floors that can kick in if you win a big enough prize. Sometimes big events also say your rating can never have crossed a certain threshold or must have been below the rating cap a year before the event, or some other arbitrary length of time.
Obvious Sandbagger in upcoming National Open tournament

There is nothing like that on the website, but vegas chess festival is a major event ($5000 first prize). But this guy is CLEARLY doing it. For petes sake, he already won the same event once last year

I'm not sure why organizations like USCF tend to only account for the player's current rating when deciding in what bracket he/she is going to play. Would be better to look at the recent patterns and, maybe, pick the top rating in the last 2 years or something. This way, even if the guy/girl intentionally drops his/her rating from 1900 to 1000, they will still have to compete in the 1900 bracket, and the new top rating will be calculated from that performance.
There was a new annual tournament called Millionaire Chess which stated you have to use your highest rating within one year, but it's discontinued. That sounds much more fair.
I really hope the TD does something about it
OP registered yesterday and are using the forum to accuse people and naming and shaming them, without any proof other than assumptions. Is this OK? I think not.
Someone should moderate this thread immediately, and the person named in this thread should be notified and the person behind the nick "jess993" should be ID'd and reported to USCF.
This is a matter for USCF to handle - not only the possible sandbagging, but also OP's public accusations.

Yes, this is ok. "Naming and shaming" is an aritfical concept in my opinion. If you disagree, fine, but what's your reason?

So... what are we supposed to do about it? How is this a chess.com issue?
it isn;t
I was a bit worried about sandbaggers in my section (U1900), so I did some research.
I was looking at the previous winners of the tournament (https://www.vegaschessfestival.com/results/ -2016- -U1900-).
As you can see, first prize (thousands of $) is to Alvarado Jesus (14110282 USCF) with a 5.5 out of 6 - making his rating jump from 1871 to 1948.
If you look up his tournament history, you will see that after his superpower win, he suddenly starts losing every single game he's played.
In a tournament prior, hes beating 2000-2200 rated players, then in the same tournament, only 3 months later, all of a sudden, he's losing to 800-1000 rated players, dropping his rating by a whopping 100pts!
He's not in the Advance Entree list yet, but clear logic shows that he's trying to sandbag.
What can be done about this? How can we prevent people like this messing up the tournament?
