Anyone can tell if i've made any wrong moves

That was a really nice game. White gambited two (!) pawns for development and you did exactly what you needed to do.... take the pawns, finish your development, then the harass his overextended queen to the point where he lost it trying to recover one of the pawns.

exd4, dxd3, and then cxd2 was a mistake. This would have gotten you completely lost if white hadn't played terribly. Another mistake is Qe7. It seems like you are trying to go pawn grabbing, and that can get you in trouble. For example, after 8. Qe7, black plays O-O, if you take then Rd1 wins queen. Once again, be careful, If white hadn't played this awfully you most likely would have lost.

I played Qe7 to castle on the queenside but then decided against it

I haven't really studied about openings a lot but thanks for the praise on f6 i need to study more about openings

None of those early pawn captures were mistakes. Gambits can lead to sharp play and I'm not convinced that's a big risk at the the 1300-level where big mistakes and missed mates are frequent in open positions. What decides games at this level of play is who makes the last, big mistake, so there's nothing wrong with taking free material as long as it doesn't distract you from the fundamentals and careful play.

Also, Qe7 certainly wasn't the best move, but criticizing a player for a mistake that you thought he was going to make, but didn't, seems a bit nitpicky.

12. Bxc6 was not good IMO. 12 Qb3 was more precise. Black has weak light squares and he may end up not castling with king stuck in center. And White should be avoiding exchanges in the first place...

f6 prevents the development of balck's pieces, but it might be a move. Qe7 was good, as you already  traded of you dark-squared bishop, but did you conside the Nh6-f7 plan?

No i didn't really plan to to f7 i just moved my knight to castle as quick as i can

Openings are a part of the game that is going to be up to you, its a personal preference.  Generally beginners should play open game's - 1.e4, 1.d4, as it helps with learning and spotting tactics.  But again...that is up to you.
