Understood, but if he knew in advance he wouldnt be able to play the 5th round, he should have asked for the bye before the tournament started, and received 1/2 a point.

To answer OP, it's a total lose-lose situation. I would probably try to play fast, but generally you shouldn't play a game if you can't commit to the entire time control. If you are in clear first going into the last round you might try offering a draw on move 1 or maybe play a very drawish opening like an exchange french/slav that you can play quickly (if you're white). Even as black you can try something quiet and try to play fast

Gotcha, thanks. Havent run into that rule yet at a tournament. Pre arrganged byes are 1/2 point. I took a last round bye last year at the Golden State Open knowing it was a 0 point bye because i hadnt requested it in advance.
It's a stupid rule and often affects people who travel for events. I have no idea why it exists. I play in Georgia and all of the state federation's events have this rule. I've spoken with the federation president and he has no real answer for why it exists, but it's definitely a pain. The only thing I can think of is that they want to avoid a dominant player taking a last round bye and winning all of their previous games and finishing clear first without having to play the last round, but it seems like an unlikely prospect. Even if it happens, who cares?
My friend was in a cunundrum this weekend and I thought I'd ask the chess community what they would do.
He entered a long time control tournament knowing he'd have to withdraw before the last round because he had a flight to catch. But then unexpectantly he wins 4 games in a row, and if he wins a 5th, he gets $2000, but with only 4 points he gets nothing (4.5 probably gets him ~700 points). So he decides to play the 5th game. No matter what happened, he had to leave after 2 hours to catch his flight. Now if you were him what would you choose?
1. Play quickly and hope you win the game within 2 hours
2. Play regularly, try to get a winning advantage, and then offer a draw. 4.5 is better than nothing.
He tried #1, played too quickly, and got demolished.
