You are correct, under FIDE rules this would be a win for white.

USCF rules however do not allow the principle of "helpmates" and so would be a draw.

Chess.com uses a simple piece count to determine if the side with time remaining can force a mate. K+B cannot. So it is a draw here too.

Thanks! That clears it up. It sounds like N + N instead of that B would also be a draw under USCF.
