Opponent wins on time after making illegal moves. Cheating?

I'm wondering if I could have claimed a win in a live game I was in today, part of a serious tournament.

I was on my final checkmate move, about to win, but my clock just ran out before I could press the button. My opponent won on time.

He was up on time, I had a far better position.We were both playing our moves fast.

The problem was that in the last minute or so of the match my opponent, who was a quite young chap, made wrong illegal board moves, he would move his King into a position where it was in check, then quickly press his clock and I didnt know what to do, I just pointed it out to him. It happened a few times, im not sure if he was doing it deliberately but it cost me time and it cost me the game. 

Is this cheating? 

Should I have called a judge over at the end?

Should I have paused the clocks when he did it, and call a judge over?

Should have wrapped the clock round his head I think.

You should have stopped the clock when he did it, and call a judge over.

Don't call a judge when it is all over, call him right when it happens.

  1. If during a game it is found that an illegal move has been completed, the position immediately before the irregularity shall be reinstated. If the position immediately before the irregularity cannot be determined, the game shall continue from the last identifiable position prior to the irregularity. Articles 4.3 and 4.7 apply to the move replacing the illegal move. The game shall then continue from this reinstated position.
    If the player has moved a pawn to the furthest distant rank, pressed the clock, but not replaced the pawn with a new piece, the move is illegal. The pawn shall be replaced by a queen of the same colour as the pawn.

After the action taken under Article 7.5.a, for the first completed illegal move by a player the arbiter shall give two minutes extra time to his opponent; for the second completed illegal move by the same player the arbiter shall declare the game lost by this player. However, the game is drawn if the position is such that the opponent cannot checkmate the player’s king by any possible series of legal moves.
