Just yesterday my percentile was 1% to 0.9%. I figured before that it was just bugged. Today, it's at 93.4% which seems like a step in the right direction but seems way too high for a 1300. This is rapid btw. Any idea what's up with it?

No, the vast majority of Rapid players are lower rated.
