Probably just a bug somewhere. 1347 is about the 93rd percentile (give or take)

Definitely a bug or glitch. I'm only 1800 rapid and have a 99.4 dominance displayed percentage 🤗

I don’t know how you check, but I just checked an opponent’s rating who was like 1320 or so, and he was listed as 92nd percentile. You can just check the next time you play someone near your rating, which should be often. You can write to support and let them know there’s a bug, if you are really concerned about it.
Just go to your stats.
Click on "More" on the app. The stats is first.

I checked his stats: it says 4.2% and he’s played hundreds of games. It’s clearly a bug.

I’m guessing there’s a decimal misplaced somewhere. I think a 134.7 rating would put you in the 4.2 percentile. ☺️
I have a 1347 rating on Rapid, yet I am only listed at 4.2%. Is Rapid really that competitive? I figured that I'd at least be at the 50th percentile...
