I think he should honestly continue his political work, because after being champion for 20 years he admitted that he really sort of accomplished everything he wanted in chess. He is the best not in terms of today's playing strength but in terms of historical accomplishments, but now that he's ruled the very top for 20 years, and there's little chance of him climbing back up there, I think he should explore some of his other ambitions and leave chess to the younger GMs. (By the way, Magnus will defend his title).
You see as a politician, Kasparov is lousy. He did not manage to do anything constructive in Russia. He failed there. In the US, he can't hope to run for any office either. He is essentially a political pawn (and I'm putting it mildly here) in hands of some interests who would use him to give a speech here and there; he also does a few tweets and a few FB posts here and there. Then the FIDE elections come to mind where he didn't play it straight either (although the other side was corrupt to the core). So, as a politician, there's just the string of failures and he has lost any credibility or moral high ground. His opinions are somewhat relevant ONLY because of his chess legacy. Him continuing in politics (which is a sleazy business anyway) only denigrates his name and legacy. So, I think, he should not continue in that direction.
On the other hand, as a chess player, he can still score some remarkable wins and draws. If he does his best and achieves some good results - and, I believe, he can do that - he can once again inspire a lot of people to play chess. Whatever he does as a chess player will make his star shine brighter than anything else he might do. And chess is what he does best!
