Depends if the bishops can be opened up they are typically better long term (usually in endgames but also in middle games sometimes )
So they are realy good when you have either plenty of pawn breaks that open the bishops up and positions where they can control a good chunk of pieces and pawns and squares (usually in end games but not always )
Knights are better usually in closed positions where they can jump around and blockaid or fork or control pieces (like trapping them) (or when they get you a better position )
