Player quality compared to other sites

Compared to other sites, is the quality of players at chess.com the highest? Strange question, but I play some other places too, and its hardest for me to break through the 1600s here, where as on the other sites im cruising mid 1600s with room to spare. How can this be statistically possible? Both memberships are free, both have thousands of members on at any given time, and both have master players, albeit here we have more masters as well as grandmasters. Is it the scoring system?
