As far as I'm aware, just issue a challenge, and you can still play if you don't pay.

The setting was described in posting #15 of this thread http://www.chess.com/forum/view/community/challenging-a-higher-rated-player. To navigate there, click on your name (at the top right of the screen), then click on My Online Chess settings.
As to your actual question: can you do this as a new joiner? I'm sorry, I haven't a clue!
If I read your query correctly, there was no mention of higher-rated players; just go ahead and challenge, high or lower rated players is irrelevant, they accept or not, as the case may be.

yes, i went to that page and there was no option to become a greeter (however i am not a paying player and i also haven't completed 5 games on chess.com yet if that also makes a difference).

i was asking this question because i was interested in specifically being a "greeter" player on this site.
i recently read in a post on chess.com that there is an option which allows you to volunteer to instantly start games against new players on chess.com (i.e. as soon as they sign up they begin a game). i was interested in doing this but i cannot find this option anywhere. i am assuming it is because i am a basic member (i.e. i'm not paying to play...yet). is that the case?
