I've been reading through Kasparov's section on Stein in My Great Predecessors 2, and it does seem true that Stein was capable of producing Tal-like sacrifices. The technical side I am talking about would pop up when he was facing off against very strong players like Fischer. The young Tal liked to take chances against pretty well anyone, whereas Stein could reign in his impulses when necessary.
