Clear in the latest post thing yes, but if you check the "unanswered posts" it's pretty common. The whole post-4-times-before-it-shows-up-on-the-right thing is keeping it down, however starting a thread has become way more difficult and I believe has GREATLY decreased forum activity.
Used to be, the latest post thing on the right side would scroll off after maybe 10-15 minutes, now it's 20-35ish. Nearly half as fast.

Take a look at the last several pages of the spam report thread. 
I am not racist, I have friends from India, but a dude from India on the same forum page posted 47 spam forum titles like "call this number if you have problem wih your wife... and the person posting it had an India flag - it is that simple.
