Personally, I think the random aspect will always hinder how successful Chess960 can be. Maybe a version where you can choose where they are placed directly (like Pre-Chess or Sittuyin) will be more likely to catch on (as my own opinion, with nothing to base it on). For a precedant in modern variants, Janggi allows the Horse(s) and Elephant(s) starting positions to optionally be alternated (single side or both). Pre-Chess960 could add more options than Janggi but still under player control.

The only way I can see it being fair for tournament play is if every round has the same set of random layouts. All 960 variations would then have to be named.

To make it more exciting, you could publicly post the "tiebreak" variation in advance so players can study that specific layout for their preparation.

The variations could also never be used multiple times in the same tournament except for the tiebreak variation which would be published prior to the tournament start. It would be unfair of a player from a previous round got the same layout while your opponent did not.

Chess960 existed prior to 1996 to only a handful people. Fischer and his friends circle and that's about it. I hardly imagine it was played outside the U.S. 

I know Fischer played it with a selected few friends. So FRC was not known in the chess world. Prior to 1996 Fischer Random was known as shuffle chess i guess.

It's a variation that is growing in popularity. I enjoy playing it. I don't know if it will replace classical chess, however.

As this forum was started 5 years ago and only has this many posts, that might be an indication the answer is, no.
