Good question. That would have been the right thing to do. But, my opponent's behavior with the draw offers, combined with my frustration that I had almost certainly missed an opportunity to win in moves 20-23, made me angry. Having missed what seemed like a clear win, I was also somewhat suspicious of my opponent (I didn't find anything suspicious in postgame analysis, however). He was one of those players who uses almost the same amount of time for every move from move 2 on.
Playing angry is bad, of course.
My opponent started offering a draw every move begining at move 23. By move 38, I was angry at his unwillingness to play out a balanced position where he had good drawing chances, and even more at his poor manners. Also, I had used no more than my increment getting to that point, while he had used over fourteen minutes plus increment. The time control was 15 10.

Seems pretty clear after move 30. I know some opposite color bishops have winning chances, but I don't think this is one of them.
Had his first draw offer come then, and had the clocks been reasonably close at that point, this thread would not exist.
