Pseudo-sandbagging?

Has anyone else had this issue?  I've noticed more and more a problem with getting matched up with people who are clearly very high rated players who are intentionally playing with artificial limitations, like playing rapid but not allowing their time to get under 15 minutes.  It used to be that I would see something this on rare occasions and that would be kinda amusing and even an interesting change of pace, but now it's most of my games, and it's really souring me for continuing to come back here for games.  It's just a way different experience trying to beat a very skilled player doing dumb stuff on purpose rather than someone at my level playing a normal game of chess, and one doesn't translate to the other very well.
