I play chess online and sometimes i meet people when they are losing, they don't move, just let the time run, it waste my time and i can't do anything, i need a punishment for those.

Just punish them yourself by calling them names; like "poor sport" and sore loser. After about 1 minute of this, they will resign (but be careful and do not expose yourself to criticism🍄
