Based on your description of the situation, it sounds like you were actually disconnected and when you finally got reconnected you saw the move your opponent had made previously.
Looking at the game in the archive would be able to show if that is what likely happened. But, as long as a game has made it past 19 moves and a player isn't disconnected, they can take as much time as they want on a move, up to the time left on the clock. Though, based on your second post, that isn't what happened.

Sounds like you fell for a very simple trick. Next time keep an eye on the clock. Some people will let their clock run nearly empty in the hope you take focus off the game, and then will move at the last second so they can claim victory when you time out.

I reported someone yesterday. I had then in a forced mate from 26 minutes and they ran the clock, all the way down to 0.

for some reason I read that as "forced mate in 26 moves" and was very suspicious about your calculation abilities lol

I just got done playing a blitz game. Person stopped once it was seen he/she would lose. I waited 2 minutes.
I think this is the first time for me reporting for stalling.
2 minutes out of 3 minutes is a high proportion.
