Queen vs 2 Rooks

I think 2 rooks are better because their points add up to 10 which is more than a queen which is 9 points.
While the queen is a very powerful piece 2 rooks are still much better with a little coordination. Connecting the 2 can be very powerful especially in open positions where the opponent king might be vulnerable and with a little tactical thinking you can maybe even skewer, pin or fork them.
Overall just having 2 coordinated rooks enables a bigger series of threats than a singular queen could.

Two rooks are slightly better than a queen. "Much better" is an unfounded exaggeration.
And of course, it all depends on the position.
