Question about timeout percentage rule

hey guys what is the timeout percentage rule? whenever I try to join a chess.com tournament it says you have timed out in too many recent games. my current timeout percentage is 14 point something percent. And on the FAQ help page of the tournaments it says you need less than 15% timeout rate to start a tournament. is it so that the rate to join a tournament is greater than to start a tournament???

For the record Fast Thematic Tournaments are set with a time out % of 50%. I do this to include some players who are excluded from many other tournaments.

That's so thoughtful of you. But I'm improved in this department. nowadays my timeout percentage is 1.96%
