Question regarding rating

I'm confused when I see someone's stats and they were at one point in the 1700's and played 500 or so games and have a 1100 rating now? How does this make sense? Or if a player has won 65% games and has played 400 games why doesn't it rise? Thanks!

Thanks! I did a little research and found more info on ratings. I couldn't believe someone could get so high and go so low...
