An invitation to be friends can come from anyone anywhere. If you do not know the person and are unwilling to say yes to becoming chess.com Friends at this point, then simply Decline the invitation.

For some reason chess.com makes you supply a reason when you decline.  If someone you don't even know sends an invitation, you don't owe them a reply.  You can just ignore it.

Sounds like some jerk is just trying to pad his numbers by firing off random invitations.
