Someone I just played in a 1 minute blitz had an elo score of 1032 and when I rematched him right after our first game, he was at 916. Why’s that?

He had only played one bullet game when you played him. New ratings change quickly.

Your opponent was playing their 2nd ever bullet game. Accounts experience heavy rating swings in their first games so that they can be more quickly placed into their accurate rating category. You can verify that they lost 100 rating points in the game by taking a look at the info tab in the game(s) you played against them.
