No, NM is only granted locally by some National Federations, such as the USCF, but is no FIDE (hence Internationally valid) title.

And it only makes sense, since you get CM out of achieving 2200 rating and FM with 2300. Why would one insert something in between?

As for IM and GM it'd be rating (2400 then 2500) plus norms (see details on the FIDE website at handbook pages).
