New player rating changes are more dramatic as they are establishing a true rating, based upon their results. As they play more games, rating changes decrease and eventually they settle at the rating changes they mentioned.
coz its changing all the time...not just your game....he may of finshed other games before your game finished with him
The newer the player is, the more points they get in the beginning. This is because everyone starts at 1200, so it moves fast in the beginning to try to get to your real rating.
