Everyone has different strengths among time controls.  The most recent Speed Chess Championships was a good example of that.  I can't remember if it was Wesley So or MVL who was favored in the 3 minute category but lacked in the 5 minute and 1 minute time controls.

I’ve wondered the same thing. Typically, blitz pool at any given level is more likely to consist of players that can recognize patterns and crank out permutations under time pressure much faster than the average rapid player corresponding to that rating. Playing blitz also necessitates that you to have decent knowledge of a handful of openings off the top of your memory since you have less time to actually calculate or work through all the possible combos/tricks/etc.

Different time controls play to different peoples’ strengths, but when thinking about it, it makes sense that the blitz pool tends to “come across” as better; the only difference between rapid and blitz is an added dimension of difficulty (constricted time), so naturally it weeds out a huge portion of players who struggle to execute calculations at a trigger-jerk, “instinctive” pace.
