Who says that in life? Not sure if you're trying to be funny and failing miserably, or you're just stupid.
to be fair a rating is a measure of your strength. unless you are gaming the system achieving a certain rating means you improved your game to a new level. but obsessing over a rating like you said playing a ton of games to reach it instead of analyzing losses, practicing tactics, and reading up on end game theory is the wrong way to go.
A lot of chess players (I was one of them) strive to achieve a particular rating: 1600, 1800, 2000, etc. They try hard, play many games - and most of them usually don't improve much. I've seen MANY such players and been on this road myself untill I realized that it's NOT the right way.
Don't strive to achieve a rating. Strive to achieve understanding, learn patiently; ratings will follow.
As they say in life: don't chase women; chase money and women will chase you.
P.S. For me personally, I just enjoy learning chess - slowly, patiently. Learning precise maneuvers is a lot more pleasant than beating somebody in a game full of blunders.
